Shannon joined CHHS in January of 2023 as a Senior Policy Analyst working with the Prince George’s County Health Department as the Testing Site Quality Assurance Manager. She served with CHHS from 2014 to 2016, supporting the Baltimore City Health Department as the Strategic National Stockpile Coordinator.
Shannon has extensive experience in public health emergency preparedness and response planning. Before joining CHHS, Shannon worked for the Johns Hopkins Medicine Office of Emergency Management, where she supported various planning projects, including a system-wide hazard vulnerability analysis (HVA) and developed processes for operationalizing the system-wide emergency operations center (EOC). Prior to her work at Johns Hopkins, Shannon served as a Public Health Emergency Planner with Baltimore City Health Department for six years, working with city stakeholders for plan and policy development, logistical coordination, and response efforts for various events like civil unrest, winter storms, extreme heat, Zika virus, city-wide cyberattack, and COVID-19 pandemic.
Shannon received a Master of Public Health from the University of South Florida, where she focused her studies on Global Disaster Management and Humanitarian Relief. She also earned a Bachelor of Science in Community Health from the University of Maryland College Park.
