CHHS is made up of a staff of more than 70 full-time professionals with a variety of backgrounds. Most of our staff holds advanced degrees in fields such as law, public health, homeland security and counter-terrorism, and public policy. Our staff has experience in emergency management planning, public health preparedness, first response, grant management, exercise and training, strategic planning, and other homeland security and emergency management specialties. Approximately half of our staff works in our offices at the University of Maryland, Baltimore while the rest of the staff works off-site at various client sites in the region.
Michael Greenberger is the founder and director of CHHS and a professor at the University of Maryland School of Law.
Professor Greenberger designed and teaches two courses focused on counterterrorism and emergency response: “Homeland Security and The Law of Counterterrorism” and “Law and Policy of Emergency Public Health Response Seminar/Course,” bringing students and faculty from the various university professional schools together to study effective governmental policies pertaining to catastrophic public health emergencies.
