UM Center for Health and Homeland Security Interoperability Expert Provides Testimony in Support of Maryland Radio Control Board Legislation

Introduced today before the Maryland Senate Finance Committee, Senate Bill 338 would establish the Statewide Interoperability Radio Control Board – a governance body University of Maryland Center for Health and Homeland Security (CHHS) Senior Law and Policy Analyst Christopher Webster says is paramount in the State’s leadership of interoperable communications for first responders.  Webster provided written testimony to support the Bill, which was part of Maryland Governor Martin O’Malley’s 2014 legislative agenda:

Nothing does more to promote real emergency communications interoperability than strong, effective, representative governance bodies – and this is why CHHS supports Senate Bill 338 to create the Statewide Interoperability Radio Control Board. I am proud to say that Maryland currently has strong interoperability leadership at every level and its current interoperability committees, working groups, and alliances work every day to make sure that our first responders can rely on open, clear, and interoperable communications.  Maryland cannot afford to be without strong interoperable communications governance bodies – and this bill will make sure that doesn’t happen. Read Webster’s full testimony in his letter to the Finance Committee.

As an academic consulting agency, CHHS develops and tests policies and procedures for public health and emergency management organizations across the state, country, and even internationally.  For nearly a decade, interoperability experts on staff have worked with entities throughout Maryland to address the challenges of connecting first responders at the local, state and, more recently, national level with the introduction of the National Public Safety Broadband Network.  CHHS also offers exercise and training, and planning services in continuity of operations, critical infrastructure protection, mass evacuation and sheltering, and resource management.
