Robin Clark joined CHHS as a full-time staff member in August 2007 after working at CHHS as a research assistant during law school. Ms. Clark's interest in the responsibility of local and state governments during emergencies led her to co-author “Continuity of Operations Planning: Meeting the Standard of Care” with a fellow CHHS staff member, draft emergency management legislation, speak to local nonprofit organizations regarding government preparedness for pandemic flu, and conduct emergency planning for state and local government agencies. In the area of emergency planning, Ms. Clark has completed risk analyses, business impact analyses, mitigation plans, continuity of operations and continuity of government plans, HSEEP compliant tabletop exercises and after-action reports for clients including the State of Maryland Judiciary, the Kansas Department of Health and Environment, Montgomery College, and the City of Annapolis. Ms. Clark is a 2007 graduate of the University of Maryland School of Law and a 2001 Phi Beta Kappa graduate of the University of Maryland, College Park where she earned a BA in English Literature and Italian Language. During her undergraduate education, she also earned a Certificate from the Università Per Stranieri in Siena, Italy. In law school, she was a member of the Moot Court Board, President of the American Constitution Society, and a David S. Brown International Fellow (2006). Ms. Clark was also the recipient of the Litigation and Advocacy Award (2007) and the William P. Cunningham Award (2007) at the School of Law. Prior to graduating, she interned at the Australian Law Reform Commission and contributed to their report to the Australian Attorney General, “Fighting Words: A Review of Sedition Laws in Australia (ALRC 104).” Ms. Clark is admitted to practice law in Maryland.
