Since Joshua Easton joined CHHS in 2006 as a Law Fellow, he has supported numerous planning, training, and program management initiatives for state, local, and federal government, and the non-profit sector.
Josh helped develop the initial Continuity of Operations Planning for State, Tribal, and Local Governments course, which is now a required course for DHS continuity manager certification. Josh also served as the Baltimore UASI point of contact, providing policy and grant management assistance to the Urban Area Homeland Security Working Group. In this role he supported a number of public health preparedness initiatives and spearheaded a successful effort to undo a DHS grant policy change that would have severely undermined training and exercise programs of first responders nationwide.
Prior to joining CHHS, Josh clerked for the Hon. Thomas H. Fulton (WDKY Bankruptcy) in Louisville, KY, the Hon. W. Richard Lee (EDCA Bankruptcy) in Fresno, CA, and the Hon. Louis A. Becker and several other Maryland circuit judges in Howard County. Josh holds a BA and MA from the University of Louisville and a JD from Tulane Law School. He is admitted to practice in New York, Maryland and his home state of Kentucky.
