"Citizen Corps is supposed to prepare the community for an emergency or disaster of a large nature -- not simply like a house fire," said JoAnne Knapp, a senior policy analyst at the University of Maryland Center for Health & Homeland Security.

Officials say it's difficult to recruit volunteers and keep them focused on far-off potential disasters. And an upcoming shift in federal funding may create more challenges, putting grants to start up units at risk.
