CHHS Law & Policy Analyst Colleen Clary will teach this two-day seminar at Frederick Community College.

Laws and public policy directly impact the delivery of emergency management in crisis situations, sometimes in ways emergency management professionals may not fully understand. Knowing the history and constitutional issues related to emergency management help ensure the best delivery of services to constituents.

This seminar will focus on legal research related to hazards and how court decisions influence emergency declarations, requests for federal assistance, mutual aid agreements, use of the military during emergency and transportation-related issues. Participants will learn how to research legal and policy-related questions in order to determine the proper course of action in emergency situations.
